For the purpose of this subchapter, a
PUBLIC DANCE HALL is defined as any establishment providing facilities for dancing as a substantial part of its operation, whether or not a charge is made for the use of such facilities, and whether admission is open to the general public or restricted to members of a particular group. Licensed taverns and premises which are publicly owned and controlled, including public and parochial schools, are specifically excluded from the provisions of this subchapter.
