No person shall engage in the business of operating a pool room or bowling establishment without first obtaining a license therefor. No license shall be granted except upon certification of the Chief of Police and unless a complete set of fingerprints of the applicant therefor are on file in the non-criminal identification file of the Police Department. Each license shall designate the number of pool or billiard tables or bowling lanes permitted thereunder, and no licensee shall keep or maintain more tables or lanes than permitted by such license.
