No license or permit issued under the provisions of this chapter shall be transferable unless specifically authorized by the provisions of this chapter. No licensee or permittee shall, unless specifically authorized by the provisions of this chapter, transfer or attempt to transfer his license or permit to another, nor shall he make any improper use of the same.
