§ 30.19 WAIVER OF RULES FOR CONDUCT OF MEETING BUSINESS.
   The rules and procedures stated in this chapter are adopted to assist in the orderly and efficient conduct of the city’s business. The City Commission may, by majority vote, suspend any of these rules and procedures when necessary or appropriate. Suspension of the rules and/or procedures cannot be invoked for the purpose of circumventing any state or federal law.
