Enforcement of this subchapter, if not abated by the owners, may be accomplished by the city in any manner authorized by law, and in addition, any person who by reason of another’s violation of any provision of this subchapter suffers special damage to himself or herself, different from that suffered by the city at large or other property owners throughout the city generally, may bring an action to enjoin or otherwise abate the existing violation.
