Members of the Police Department are authorized to remove bicycles from a public place to a bicycle pound or other place of safety under the circumstances hereafter enumerated:
(A) When any bicycle is deemed to have been abandoned;
(B) When a violation notice cannot be presented to the owner or operator of the bicycle in person;
(C) When any bicycle is ridden in any public place without a bicycle license and registration;
(D) When any bicycle is ridden in any public place at any time from one-half hour after sundown to one-half hour before sunrise unless all lamps required on the bicycle are lighted and in working order;
(E) When any bicycle is left on the sidewalk blocking pedestrian traffic.
