The City Commission has determined the use of coaster-wheeled devices, as defined herein, on certain designated streets and sidewalks within the city creates a hazard for pedestrian traffic, motor vehicle traffic and to the individuals themselves who are riding or using the coaster-wheeled devices. In order to avoid this hazardous condition, to eliminate the potential for accidents and for the general protection of the health, safety and welfare of the citizens of the city, the City Commission has deemed it necessary to enact this chapter.
