For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PARKING. The standing of a vehicle upon any street or public place, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading and unloading of passengers or when obeying traffic signals or regulations.
PARKING LOTS. Those lots owned, leased under option to purchase or contracted for and maintained by the city and designated as municipal parking lots.
PARKING METER ZONE. That portion of the streets of the city on which parking meters are placed and designated as parking.
PARKING ZONE. That portion of the streets of the city designated and signed as parking areas for specified time periods.
VEHICLE. Any device by which any person or property may be transported upon streets and highways.
