The City Manager may issue a stop order to any permittee holding a permit issued under the terms of this chapter for failing to comply with this chapter or the rules, regulations, plans, or specifications established for the construction, rebuilding, or repair of any drainage system or part thereof, and the issuance of such stop order shall be effective until the next regular meeting of the City Commission. If confirmed by the City Commission at its next regular meeting, such stop order shall be permanent and shall constitute a revocation of the permit.
