This chapter is enacted for the purpose of protecting the general health, safety, and welfare of the residents of the city from the hazards and danger of flooding and inadequate or improper drainage by:
(A) Stormwater management. Securing review and approval of the method for handling and disposing of stormwater run-off in the jurisdictional areas of the city and securing review, analysis, and approval of the design, construction, and maintenance of drainage way facilities; and
(B) Application of stormwater management planning. Imposing standards and conditions upon the excavating, grading, regrading, landfilling, berming, diking, and draining of land within the city.
