Resources of the City of St. Johns are not to be used by any person for private advantage in a manner not also available for similar use by the general public. Other than in accord with established city policies and procedures, public officials, appointees, or city employees shall not use or permit any other person to use any city-owned property or city funds, personnel, contractors, or other resource for personal gain or benefit.
