Elected officials and appointees of the City of St. Johns who have a substantial personal or business interest in any proposed legislation or decision pending before any body of which the official or appointee is a member shall abstain from any vote, refrain from participation in deliberations of the matter, and publicly disclose on the official records of the body, the nature and extent of such interest prior to any vote or official action of the matter.
