The Board shall consist of seven members, appointed by the City Commission. One of these seven members may be appointed from the membership of the Planning Commission of the City of St. Johns. Members of the Board serving on the effective date of this Code shall be and constitute the Board serving on the effective date of this Code shall be and constitute the Board hereunder, and each member thereof shall serve the balance of the term to which he or she was previously appointed.
