§ 4.2 ELECTION OF COUNCIL MEMBERS.

Council members appointed upon ratification of this Charter shall serve until their successors are elected and qualified. Council members shall first be elected at a regular municipal election to be held in 1999. Thereafter elections shall be held biennially.
