§ 97.03 HOURS AND CONDUCT.
   It is unlawful for any person, in any park or recreation area, to:
   (A)   Remain between 11:00 p.m. and 6:00 a.m. without a written permit from the City Council. No privately-owned vehicle shall remain during these same hours without a written permit. Any vehicle remaining after 11:00 p.m. without authorization shall be towed at the owner's expense; provided, however, that residents living adjacent to Memorial Park on 7th Avenue South, and their guests, will be permitted to park their vehicles at any time;
   (B)   Behave in an unruly manner, disrupting others' enjoyment of the park or recreation area;
   (C)   Possess or consume beer, wine, or liquor as defined in § 111.001 of the city code, in the city parks unless otherwise permitted by a special permit from the city;
   (D)   Use, possess or sell any controlled substance;
   (E)   Appear nude, seminude, commit any nuisance; use threatening, abusing, insulting, obscene or indecent language; act in an indecent, lascivious, or improper manner; or do any act which constitutes a breach of the public peace;
   (F)   Harass any visitor or behave in a reckless manner which would endanger any visitor or visitor's property;
   (G)   Park a bike in such a manner as to create a hazard or interfere with other visitors or activities;
   (H)   Engage in any form of gambling; or
   (I)   Disobey any reasonable order or direction of any city employee, law enforcement officer, or other person designated by the City Council to give such orders or directions.
