If the abandoned property was sold at public auction or sale, proceeds from the sale shall first pay expenses of the sale, then be placed into the General Fund of the city; or, in the case of a private sale, to the nonprofit organization authorized to conduct the sale. If the former owner claims the abandoned property within six months from the date of publication of the notice herein provided, and provides application and satisfactory proof of ownership, the former owner may be paid the amount at sale, less the cost of storage, publication of notice, and sale expenses, but without interest. Property seized by the Police Department in accordance with state forfeiture law is exempt from this section.
