The city shall send written notice to the owner of the abandoned property at least 30 days prior to a declaration of abandonment by the Council. If the city acquired possession from a prior owner, the city shall also send written notice to the prior owner. The notice shall describe the property and state that unless it is claimed and proof of ownership, or entitlement to possession is established, the City Council may declare the property abandoned 30 days from the date of the notice. Property seized by the Police Department in accordance with state forfeiture law is exempt from this section.
