It is unlawful for any person to throw, deposit, maintain, or store outside any litter on any private property within the city, whether owned by the person or not, and the owner, and the person in control, of any such private property shall, at all times, maintain the premises free of litter; provided, however, that this section shall not prohibit the storage of litter in private receptacles for collection.
