The purpose of this section is to regulate the storage of property in areas of the city visible to the general public, in a manner designed to protect and promote the health, safety and welfare of the public and to maintain property values. No person, firm, or corporation of any kind shall maintain or permit to be maintained, any causes of blight or blighting factors upon any public or private property within city limits owned, leased, rented or occupied by such person, firm or corporation.
