The city may, in cases of failure to comply with § 90.023, perform the work with employees of the city or under contract, keeping an accurate account of the cost thereof for each lot. After the maintenance work is completed, the City Code Enforcement Officer shall forthwith determine the cost of the work, and the city shall send the owner of the benefitted property a bill for the costs plus an administrative fee in an amount set by City Council. If the property owner fails to pay the city's invoice within 30 days of receipt, the costs may be specially assessed against the benefitted property pursuant to M.S. § 429.101.
