§ 156.003 INTERPRETATION.
   (A)   Jurisdiction. The jurisdiction of this chapter shall apply to all of the area located inside the incorporated limits of the city.
   (B)   Scope. From, and after, the effective date of this chapter, the use of all land and every building, or portion of a building, erected, altered in respect to height and area, added to, or relocated, and every use within a building, or use accessory thereto, in the city shall be in conformity with the provisions of this chapter. Any existing building, or structure, and any existing use of properties not in conformity with the regulations herein prescribed, shall be regarded as non-conforming, but may be continued, extended, or changed, subject to the special regulations herein provided, with respect to non-conforming properties or uses.
   (C)   Interpretation of this chapter.
      (1)   In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirements for the promotion of the public health, safety, morals, and welfare.
      (2)   Where the conditions imposed by any provision of this chapter are either more restrictive, or less restrictive, than comparable conditions imposed by any other law, city code provision, statute, resolution, or regulation of any kind, the regulations that are most restrictive, or that impose higher standards or requirements, shall prevail.
      (3)   Except as specifically provided in this chapter, no structure shall be erected, converted, enlarged, reconstructed, or altered, and no structure, or land, shall be used for any purpose, nor in any manner that is not in conformity with this chapter.
