§ 152.16 STREET LIGHTING.
   (A)   All street lights located on public streets, and within public rights-of-way, within the corporate limits of the city are solely owned, and operated, by the city.
   (B)   It is the policy of the city to install street lights on all city streets. In general, city-installed street lights will be located at intersections, cul-de-sacs, at the apex of sharp curves, and dead-end streets serving more than three homes.
      (1)   The timing, and placement, of street lights on city streets is at the discretion of the city.
      (2)   Should the city, in its discretion, approve installation of street lighting in response to a request for additional street lighting on a existing public residential street, the city may, at its discretion, charge a security light fee to the party requesting the additional street lighting.
      (3)   Middle of block street lighting will be considered a security light in blocks that are less than 300 feet in length.
      (4)   City installation of street lights in conjunction with a transportation project will require participation from the entity proposing the transportation project. City installation of street lights not in conjunction with such a project will generally be funded out of the General Fund.
   (C)   Street lights on, or along, alleys, private parking lots, or any other area so deemed by the Electric Superintendent of the city shall be provided by the city, and billed to the benefitted property owner(s), or individual requesting the service, based upon a fee to be established by a City Council resolution.
