An applicant for a taxicab license shall appoint, in writing, the City Clerk-Treasurer to be his or her true, and lawful, attorney upon whom all legal process in any action, or proceeding, against the applicant arising out of the operation of the taxicab shall be served, and in writing, shall agree that any legal process against the applicant, which is served upon the attorney, shall be of the same legal force, and validity, as if served upon the person, and that the authority shall continue in force as long as any liability remains outstanding, arising out of the operation of the taxicab, or by reason of, or under, the license herein contemplated; and the written appointment shall be filed in the office of the City Clerk-Treasurer.
