(A) No person or entity shall sell, or offer for sale, malt liquors brewed on premises, on-sale or off-sale, within the city without first obtaining a license pursuant to this subchapter.
(B) The City Council, upon application of a person, or entity, wishing to obtain a license pursuant to this subchapter, may approve, or deny, the application for any reason, or none.
