The dispensary shall be at such place as the Council shall determine, and may be either leased, or owned, by the city. It shall be in the charge of a person known as the Liquor Store Manager, who shall also be selected by the Council, and who shall be paid the compensation as the Council shall determine. The Liquor Store Manager shall be in full charge of the operation of the dispensary, and shall have authority to purchase supplies as are necessary, and to employ the additional help as he or she may need, with consent of the Council, and at a rate of compensation to be approved by the Council, and under rules to be determined by the Council. All employees, including the Liquor Store Manager, shall hold their positions at the pleasure of the Council.
