The Water Department, under the control of the Public Works Department, is hereby established. The head of this Department shall be known as the Water Superintendent, to be designated by the City Manager, subject to approval by the Council. The Water Superintendent shall have, under the general management and control of the Public Works Department, the supervision of the operation, and maintenance, of all water facilities, and of all skilled, and unskilled, labor required for the Department, and he or she shall be responsible for, and have custody of, all property of the Department, including water plant and water lines, and equipment, and crews for the maintenance and operation thereof. It is the duty of the Water Superintendent on, or before, the date of the first regular Council meeting in each month, to file with the Council a report as to all activities of his or her Department during the preceding month together, with any recommendations as to repairs or improvements he or she deems advisable. The Water Superintendent shall also make, and file, such other reports as may be required by the Council.
