The Public Works Department is hereby established. The head of this Department shall be known as the Superintendent of Public Works, who shall be designated by the City Manager, subject to approval by the Council. The activities of this Department shall be such as are assigned to it by the Council, and may include electricity, sanitary and storm sewerage, and water utilities, engineering, parks, and streets. The City Manager may designate the Superintendents of the Water Department, Parks and Recreation Department, Street Department, Light Department, and Sewerage Department. The designations shall be subject to approval by the Council.
