Each owner of a dwelling unit within the city rented, or offered for rent, for residential purposes, which owner does not reside within the city, shall, by written document executed, and acknowledged, by the owner, appoint an agent residing within the city, upon which agent the city may serve notices pertaining to the administration of this subchapter, or of any provisions effective as if made upon the owner.
