(A) Surfacing and drainage. Off-street parking areas, except for single-family residences, shall be constructed of hard surfaced materials, such as bituminous or concrete, or a combination of the two materials. Parking lots shall be maintained as a dust free surface. All accessory off-street parking facilities required herein shall be located as follows:
(1) Spaces accessory to one- and two-family dwellings on the same lot as the principal use served;
(2) Spaces accessory to the multiple-family dwellings on the same lot as the principal use served, or within 300 feet of the main entrance to the principal building served;
(3) There shall be no off-street parking space within five feet of any street right-of-way; and
(4) No off-street open space parking area containing more than four parking spaces shall be located closer than five feet from an adjacent lot zoned, or used, for residential purposes.
(B) General provisions.
(1) The Council recognizes that the inflexible application of parking standards set forth in division (D) below may result in a development’s having an inadequate number of parking spaces, or parking spaces far in excess, of a development’s needs. Therefore, the city may permit deviations from the presumptive requirements of the standards table in division (D) below, and may require more parking spaces, or allow fewer parking spaces, whenever it finds that such deviations are more likely to satisfy the development’s needs.
(2) Access drives shall be located no closer than five feet to any adjacent lot’s side or rear lot line.
(3) When required, accessory off-street parking facilities are provided elsewhere than on the lot in which the principal use served is located, they shall be in the same ownership, or control, either by deed or long-term lease, as the property occupied by the principal use, and the owner of the principal use shall file a recordable document with the Council requiring the owner, and his or her heirs and assigns, to maintain the required number of off-street spaces during the existence of the principal use.
(4) Required off-street parking space in any district shall not be utilized for open storage of goods, or for the storage of vehicles which are inoperable, for sale, or rent.
(5) Parking shall not be allowed in areas not designated for off-street parking.
(C) Design and maintenance of off-street parking areas.
(1) Parking areas shall be designed so as to provide adequate means of access to a public alley or street. The driveway access shall not exceed 30 feet in width, and shall be so located as to cause the least interference with traffic movement.
(2) Each parking space shall not be less than nine feet wide, and 20 feet in length.
(3) When required, off-street parking spaces for six cars, or more, is located adjacent to a residential district, screening is required, and it shall be at least five feet in height. If plant materials are used, they shall be no less than three and one-half feet in height if it is of a species, or variety, that will attain the required height within three years of planting. Height shall be measured from the finished grade. If fencing is used, an opaque fence may be constructed, as approved by the Planning and Zoning Commission, or its official representative.
(4) It shall be the responsibility of the operator and owner of the principal use, uses, and/or building to maintain, in a neat and adequate manner, the parking space accessways, landscaping, required screening, and/or fences.
(5) Any lighting proposed to illuminate off-street parking areas shall be located, and arranged, so that all direct rays of light are directed upon the parking area only, and not on any adjoining properties.
(6) When a building, or structure, accommodates more than one type of use, the parking space requirement for the whole building shall be the sum of the requirements for the separate parts of the building occupied by the separate types of use, unless otherwise specified herein.
(7) When a number of parking spaces are specified for off-street parking, a design standard of 300 square feet of space will be required per parking space to meet the needs for vehicle standing space and maneuvering area. For example, if the off-street parking standards for a use are for ten spaces, the off-street parking area would need to meet a minimum area of 3,000 square feet (ten spaces times 300 square feet).
