The collection service shall be furnished to the residents of the city, either by direct city involvement, or by contract, and in the event of non-payment of charges, which have been properly billed, and are more than 30 days delinquent, the city may certify the charge to the County Auditor for collection with other real estate taxes. The owners of rental property and apartments shall be responsible for charges made for the collection service to each rental unit served, and charges which become delinquent shall be certified by the City Clerk-Treasurer to the County Auditor for collection with other real estate taxes.
