(a) No person shall park a vehicle in the municipal parking lots owned by the City and designated as public parking located in the 100 block of South Third Street and the 100 block of South Fourth Street between the times 8:00 a.m and 4:00 p.m. Monday through Friday without payment of the following fees:
(1) $40.00 per month.
(2) $5.00 per day.
(3) $1.00 per hour.
(b) Any person parking a vehicle in the above parking lots and failing to pay the proper fee for the time period the vehicle is parked as described above shall be subject to the penalties listed in Section 353.99.
