(a) As used in this section:
(1) "Quasipublic building" means any school, hospital, church or other structure generally open to the public, but located upon privately owned ground.
(2) "Emergency lane" means a painted or otherwise designated way of ingress or egress to or from the public street to or from a quasipublic building.
(3) "Public safety vehicle" means a public safety vehicle as defined in Section 301.27
approaching or leaving any quasipublic building.
(b) No person, being the owner or operator of a vehicle, shall in any manner whatever, block, interfere with or impede the progress of any public safety vehicle using an emergency lane.
(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense, the person is guilty of a misdemeanor of the third degree.
