(a) No person shall, upon any street, alley, avenue or public place, repair any vehicle or park any vehicle for the purpose of making repairs. Nothing herein shall be construed to prohibit the making of such necessary emergency repairs as will permit a vehicle to proceed.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense after the first offense, the person is guilty of a misdemeanor of the third degree.
