(a) There is hereby established a Traffic Control File which shall list the following traffic control designations and such others as authorized by the City Manager:
(1) Traffic control signals.
(2) Through streets, State routes and truck routes.
(3) Stop intersections.
(4) Yield right of way intersections.
(5) Commercial and passenger loading areas.
(6) Prohibited and limited parking areas; parking meter zones.
(7) One-way streets and alleys.
(8) Prohibited and restricted turns.
(b) The Traffic Control File shall include:
(1) Adequate description of the street or area affected.
(2) Effective date of City Manager's regulation or authorizing ordinance's effective date and number.
(3) Date when official signs, signals or markings were erected or placed in proper position.
(c) The File shall be prepared and maintained to date by the Police Division.
(d) Council or the City Manager may amend the Traffic Control File, but no such ordinance or regulation shall be enforceable until after the effective date of the ordinance or regulation and the official signs, signals or markings are erected or placed in proper position.
The Police Division upon receipt of a copy of the amending ordinance or regulations shall record the information in the File to conform with the ordinance or regulation provisions.
