The Utilities Delinquency Review Board shall have the right to uphold, amend or reverse any decision previously made by the Utilities Billing Manager of the City or of the City Manager, subject to the provision that such Board does not have the right to appeal, amend or modify any regulation that may be promulgated by the City Manager, or ordinances passed by Council. Every decision of the Board shall be reduced to a written form and served on the aggrieved person by U.S. regular mail. A decision of the Utilities Delinquency Review Board may be appealed in the Jefferson County Common Pleas Court.
