Any person aggrieved by a decision of the Utilities Billing Office of the City with respect to the payment of a bill, whether for the amount of the bill or responsibility therefore shall, after having been given notice of a delinquency and/or the fact that service may be terminated, shall have the right to request a hearing before the Utilities Delinquency Review Board for resolution of said billing dispute.
