171.03 COMMISSION; MEMBERSHIP; TERM.
   (a)   There is hereby created a commission to be known as the Fair Housing Practices Commission, to be composed of five members to be appointed by the Mayor and approved by Council, with membership to be made up of resident freeholders of the City. Each member shall serve for a five year period of time with the first members of the Commission to be appointed serving in the following manner:
      One member for a five year period;
      One member for a four year period;
      One member for a three year period;
      One member for a two year period;
      One member for a one year period.
   Thereafter each member shall be appointed for a five year period of time.
   (b)   Each member of the Commission shall continue to serve after his term until his successor has been appointed and qualified. Members of the Fair Housing Practices Commission shall serve without compensation, but may be reimbursed for any and all expenses necessarily incurred in the performance of their duties. Council shall annually appropriate sufficient funds to enable the Fair Housing Practices Commission to perform its duties as set forth within the provisions of this chapter.
