169.06 CONTENT OF RULES.
   The rules adopted by the Wrestling Commission shall prescribe definitely the qualifications and fees for promotors' permits, and shall further provide for the following:
   (a)    Supervision of tickets and passes to all licensed matches or exhibitions.
   (b)   Emergency changes in any program shall have prior approval of the Commission.
   (c)    Contestants in any exhibition shall be required to post forfeiture bonds to insure appearance in the City, meeting of weight requirements, physical condition and faithful performance of contracts.
   (d)    Complete and timely physical examination of contestants by a physician properly licensed by the State to practice medicine and designated by the Commission.
   (e)    Promoters shall be prohibited from handling or controlling any contestant in a bout or exhibition for which such promoters may be licensed in the City.
   (f)    Selection by the Commission only of all officials selected in any capacity for any match or exhibition.
   (g)    All officials, managers, promoters, seconds and contestants shall be licensed by the Commission and the fees therefor shall be set by the Commission.
   (h)    Prohibition of so-called "battle-royals".
   (i)    Forfeiture of bond or withholding of purse when "no contest" is declared in any match by a referee.
   (j)    A referee shall not declare a "no contest" unless he has the immediate approval of the Commission as expressed by a majority of the members thereof present at any such match.
   (k)    No official, second, manager, trainer or contestant in any wrestling match or exhibition shall be under the age of eighteen. Those between the ages of eighteen and twenty-one shall be permitted to participate only if they furnish the Commission with the written consent of their parent or legal guardian. Such consent shall be signed by the parent or guardian in the presence of the Commission or, in the event that such is impossible, the consent of such parent or guardian must be accompanied by a notarized affidavit as to the identity and signature of such parent or guardian.
   (l)    A physician properly licensed by the State to practice medicine shall be appointed by the Commission to examine all contestants at least six hours prior to the contest or exhibition and to be in attendance at ringside during all matches and exhibitions. In the event a contestant is rendered unconscious or injured, such physician shall be the first to examine him. Such physician's findings on such examination shall be reported in writing to the Commission within five days thereafter.
   The Commission shall deny a permit to a contestant who has been rendered unconscious in a contest or exhibition within thirty days preceding his participation in the City, and may, at its discretion, deny such permit to a contestant who has been injured within a like period.
   The physician's services for physical examination of contestants and/or attendance at rightside shall be paid by the promoter of the proposed exhibition at the time of such physical examination. Failure to comply with this regulation shall be cause for forfeiture of the promoter's permit.
   (m)    All promoters shall post a bond with the Commission in an amount and with conditions and a surety thereon to the satisfaction of the Commission, which bond, before being accepted by the Commission, shall be approved by the Law Director or member of his staff designated by him.
(n)    No permit shall be issued to any person acting as promoter, second, manager, trainer or referee or other official, who has been convicted of a felony in any court in the United States within two years next preceding the application for such permit.
