145.14 COMPENSATION TO BE DETERMINED BY COUNCIL.
    Council shall establish the compensation of all officers and employees except as otherwise provided by law.
    The City Manager shall be responsible for the administration of the compensation plan, for all officers and employees not covered by collective bargaining agreements, including but not limited to, the determination of proper compensation rates within existing ordinance provisions, and the preparation of recommendations of revisions to the plan on the basis of changes in duties of positions and prevailing rates of pay for comparable positions outside the City service. The changes recommended by the City Manager shall be considered by Council, and any changes in the compensation schedules deemed appropriate shall be effective only upon action by Council.
