145.13 USE OF MUNICIPAL VEHICLES.
   (a)    All vehicles owned or leased by the City for use by officers and employees of the City, whether elected or appointed, are to be used between the normal working hours of each individual department, Monday through Friday unless otherwise authorized.
   (b)    All vehicles used by officers and employees of the City, whether elected or appointed shall be parked in such locations as designated by the City Manager or respective department or division heads.
   (c)    No part-time employee of the City, whether elected or appointed, shall have the use of a vehicle, whether owned or leased by the City, unless authorized by the department supervisor.
   (d)    The foregoing hours and days of use for vehicles of the City are to be adhered to by all departments unless in case of emergency, at which time such vehicles may be used on days and hours other than as set forth herein.
   (e)    The hours and days set forth herein shall not apply to vehicles in use by the Police Division or the Fire Division during the normal performance of their duties, and necessary by these divisions to perform necessary police and fire functions.
   (f)    Any officer or employee of the City, whether elected or appointed, who uses a vehicle other than as set forth herein, shall be deemed to be guilty of the unauthorized use of a motor vehicle, and in addition to the penalty provided in Ohio R.C. 124.71 shall be subject to disciplinary action or removal from office.
