(a) The position of meter maids is hereby created within the Department of Public Safety, Division of Police, under the supervision of the Chief of Police. The meter maids shall be charged with the responsibility of issuing citations for violations of ordinances and regulations and regulating vehicular traffic whether moving or stationary, within the City. In addition, the meter maids shall have those duties and those qualifications as established by the Civil Service Commission of the City, which qualifications and duties are encompassed under their present duties.
(b) A Meter Patrol is hereby established for the sole purpose of enforcing Chapters 351 and 353 of the Codified Ordinances of the City. The Meter Patrol shall have the right to enforce the provisions of the above stated Chapters and for violations thereof shall have the authority to issue citations in a manner and form as may be provided by general law.
(c) The City Manager shall appoint members to the Meter Patrol after having first determined that they are of good character and repute. Upon the appointment of same, the City Manager shall then notify the Clerk of Council of the names and addresses of persons so appointed and they shall be complied in the office of the Clerk of Council and open to public inspection.
(d) The members of the Meter Patrol appointed as hereinbefore provided, need not be employees of the City but may be volunteers or employees of any contractor hired by the City for the purpose of administering the City's parking program.
