(a) The Division of Police shall consist of a Chief and such other officers and personnel as Council shall from time to time determine.
(b) For purposes of promotion, positions established with the Division of Police are hereby classified as follows:

(c) The Police Division shall be responsible for the preservation of the public peace and order, the prevention and detection of crime, the apprehension of offenders of law and ordinances, the protection of persons and property and the enforcement of the criminal laws of the United States, of the State and the ordinances of the City, court orders issued and consent agreements approved pursuant to Ohio R.C. 2919.26 and 3113.31, and shall perform such other duties as provided by ordinance of Council.
