In his capacity as the chief executive and administrative officer of the City, the City Manager shall exercise those powers and duties prescribed for the mayor and director of public safety of an Ohio City following the statutory plan of government as set forth in Ohio R.C. Title Seven, except as otherwise provided under the City Charter or by ordinance of Council.
