No ordinance amending or supplementing these Codified Ordinances shall be passed by Council until it has been submitted to the Director of Law, who shall assign to such ordinance a section number or numbers corresponding to its logical position in these Codified Ordinances. He shall further determine if such amendment or supplemental section conflicts with any provision of these Codified Ordinances, and if so, prepare and insert a clause in the proposed ordinance to repeal the conflicting provisions.
