111.23 SUSPENSION OF RULES.

These rules or any of them may be temporarily suspended at any meeting of Council by a concurrent vote of three-fourths of all members elected; and the vote on such suspension shall be taken by "yeas" and "nays" and entered on the journal. A motion to suspend the rules shall be decided without debate. (1947 Code, Appx.)
