111.14 MEMBERS SHALL SPEAK NOT MORE THAN TWICE ON SAME MOTION.
   No member shall speak more than twice on the same motion without leave; and no member shall speak more than once on the same motion until every member desiring to speak on that motion has had an opportunity to do so. When a member wishes to speak, he shall rise in his place and address the Mayor, and while speaking, no member shall pass before the speaker or otherwise interrupt him, except to call him to order.
