When a motion is made and seconded, it shall be deemed to be in the possession of Council, and shall be clearly and distinctly stated by the Mayor before any debate thereon is in order. Every such motion, and all amendments thereto, may be withdrawn by the movers thereof at any time before division, if a majority of the members then present agree thereto. (1947 Code, Appx)
