109.06 ACTION BY COUNCIL.
   Upon the determination that a civil emergency exists, the City Manager shall forthwith notify Council. Council may, by a vote of a majority of its members, terminate the emergency proclaimed by the City Manager and/or limit the regulations imposed by the City Manager pursuant to Section 109.02. Upon termination of the emergency by Council, the City Manager shall forthwith proclaim that emergency has ended and any regulation issued pursuant to this chapter shall then become void.
   A majority of Council, at a regular or special meeting called for such purpose, may initiate the declaration of an emergency and direct the City Manager to act in accordance with the provisions of this chapter.
