In order to create and designate an official flag for the City, the following design is hereby adopted:
A coat of arms in the form of a circle; on it shall be the replica of the Fort Steuben (as appears in the winning flag design on file in the Office of the Clerk of Council) built on a green mound, against the golden sky. The fort shall be in shades of brown, flying a flag of red, white and blue from a flag pole inside the fort.
The coat of arms on the flag shall be embroidered or printed as described in the preceding paragraph, and it shall be surrounded with a blue circle; a white five pointed star placed at midpoint on the right side of the circle and a white five pointed star placed at midpoint on the left side of the circle. In block upper case letters, tapered to the center of the circle STEUBENVILLE in red shall be inscribed on the blue circle beginning at the star on the left and ending at the star on the right, equidistant from each star. The letters OHIO, in red, shall be inscribed on the lower half of the blue circle, in block upper case letters, tapered to the center of the circle at its midpoint, equidistant from the stars.
The numerals 1797 shall appear in the style of a printed numeral executed on early printing presses. The numerals 17 shall appear at the left of the circle at the midpoint of the star. The numerals 97 shall appear to the right of the circle at the midpoint of the star. The numerals shall appear equidistant from the circle.
The flag shall be white bearing the above descriptions as appears in the preceding three paragraphs, positioned in the center of the flag, equidistant from the top and bottom, and right side and left-side.
The flag shall be rectangular, bearing the above description as described in the preceding paragraph, to be in the fullest proportion and dominant in the white field, as determined in the scaled drawing on file in the Office of the Clerk of Council.
The flag designed on file in the Office of the Clerk of Council shall be that design prepared by Denise Yocum. (Res. 1975-159. Passed 9-16-75.)
