1305.04 INSPECTION REGULATIONS; ALTERATIONS; INSTALLATIONS.
      (a)    All plumbing, including building drain and sewer, building storm drain and water supply systems, shall be inspected to assure compliance with the Ohio Plumbing Code subject to the exceptions set forth hereinafter. All plumbing work shall be left uncovered and convenient for the inspection of the same until examined and approved by the Plumbing Inspector.
      Exceptions:
            (1)    Water service piping and sewer piping shall be installed below recorded frost penetration but not less than three feet below grade for water piping and not less than two feet below grade for sewers; measure to the top of the pipe, provided that sewers to septic tanks are at least twelve inches below grade. Plumbing piping in exterior building walls or exposed areas within building shall be adequately protected against freezing by insulation or heat or both.
            (2)    Existing metallic water service piping and the potable water distribution system used for electrical grounding shall not be replaced with nonmetallic pipe or tubing until another approved means of grounding is provided.
   
   (b)    The Plumbing Inspector, when notified that any plumbing work, sewer or water service is ready for inspection, shall see that all soil, waste and vent pipes are tested in his presence. If the Plumbing Inspector is satisfied that the work is done in accordance with the regulations of the Ohio Plumbing Code, he is authorized to issue and shall issue a certificate of approval; otherwise, he shall disapprove of the same. If the plumbing is not in accordance with the provisions of this chapter and the Ohio Plumbing Code, he shall prescribe the alteration necessary to meet compliance. No plumbing shall be put to use until such alterations are completed and approved by the Plumbing Inspector. Final inspection shall be made upon completion of plumbing work and before any building is occupied. If approved, a certificate of approval shall be issued.
   
   (c)   A person engaged in the construction or alteration of plumbing or sewerage in the City shall be required to secure a permit for repair or replacement of any old fixture(s).
   (d)    A fee may be charged for any inspection and/or re-inspection done pursuant to this section and such fee shall be set by the City.
